what do guys think if a girl walks up to him and introduces herself and hands him her number or asks for his number? do they like it or think its weird...like uh thanks but i didnt ask for it..? or is it too sudden and they feel like THEY should be doing this

Would you like it if some random guy just charged up and asked for your number? Sounds a bit dodgy to me.
However you initiating conversation is a great idea. If you guys hit it off in conversation, either he will mention that you guys should hang out or you will. It will feel natural at that point so that nobody will care who mentioned it. Thus the telephone number swap happens, and nobody feels weird.

im a shy guy so if a girl was looking good and gave me her number it would be a stress off me. after that id take care of everything else cause i dont have to wonder if she likes me or not.
