Anyone who works out regularly will build some muscle. But a skinny person who doesn't change their diet at all will only see minimal gains. Skinny people need to raise their caloric intake and protein intake in order to get the most out of their work outs.

Big or small, if your goal is to gain muscle you have to do the right things to support that. I lift weights 5 times a week and I see satisfactory muscle gains because I eat healthy meals a few times everyday, take creatine, and take whey protein powder within half an hour of the end of my workout. The whey protein is essential if you want to see muscle gains in weeks and months instead of years. With whey protein the protein is quickly brought into your blood stream so your muscles have enough of it right away. Without whey protein your body will not have enough protein to meet your muscles demands because your body does not store it for quick access. Other protein foods can take up to 4 hours to be broken down and put into ready to use form for your muscles and by then it's too late. You've got to give your muscles the protein they need when they demand it.

If you don't do the right things you're not going to lose more weight unless you've got some extra fat to burn. What will happen with your muscles is they will just become more toned. You will get in shape without making strength and muscle mass increases.

On top of diet, there is workout technique. It's easy to find info. about workout techniques according to what you would like to accomplish(endurance or muscle mass). It's usually what all those workout magazines are talking about or just ask a fitness consultant at a gym.

it doesn't have to be neither. I mean they can of course lose weight if they eat less, or gain muscle if they eat a lot of protein. But they could just be exercising to stay in shape.

It depends how they work out. If they do mostly cardio, then they will tend to lose more weight. If they weight train, they will gain muscle mass.

To start with they "tone" their muscles. The muscle tissue will begin to firm and harden. Then, if the diet is a healthy one they will begin to add muscle tissue. That is a natural defense of the body. Stress muscle and it will add more tissue to protect itself. The diet must provide the necessary nutrients to feed the new muscle tissue or the body will begin to remove it in order to save nourishment. Muscle tissue burns more calories!
