Go in to the procuraduria that is the District Attorneys office in TJ. They will tell you what jail someone is in. That is of course the person used the correct name and/or he was booked.

Good luck... the only way to be sure is to physically drive there and have all the info on the person you are looking for including a picture. Be prepared to give them money btw...
