First, all the rules mentioned above apply to right triangles (where one of the angles =90 deg.)
Your triangle is not a right triangle.
The first thing you need to do is find out what the angles are, then create 2 right triangles with that triangle and calculate the areas of those triangles and add them together.
It involves using trig, and I really do feel like doing the calculations tonight (it is past midnight, and I had a big Pi Day celebration today).

those dimensions won't form a triangle. the sum of any two sides must be greater than the third side, (18+13=31, ... 18+13 is not > 31) and the difference of any two sides must be less than the remaining side. (31 - 18 is not less than 13... it equals 13

Area of a triangle is = [(base) x (height)] / 2
if you want to get the sides it is c²=a²+b². ^^,
