There are several things to put on it to loosen it. Go to a paint or hardware store. They will know what to give you. Sometimes it's best to just rent a steamer to remove the paper.

Most wallpaper these days is strippable
Just open up a seam and pull all the paper off the wall.
OH, MY GOD !!! it left a bunch of fuzzy stuff behind!!!!
Make a solution of 50% Fabric softener (like Fleecy) and 50% water
Spray it on with hand sprayer, Soak it good, Wait for a few minutes, Gently , (GENTLY) scrape the residue off with a wide putty knife, and rinse the wall good afterward.
If it is NON - Strippable, get a paper tiger, This is a wheel with teeth on a handle that pricks the surface of the wallpaper so your fabric softener mix can penetrate, then you can strip the paper and resoak the remnants.

I just redid my kitchen two days ago and the best way was the paper tiger to get it started and cheap fabric softener mixed with HOT water. I used the paper tiger on the first section, soaked the wall with 1/2& 1/2 mixture of HOT water and fabric softner ( with a sponge ) and let it sit for like five minutes. Once I started peeling the first layer off I would repeat and use a scraped/putty knife and worked my way to the next secton. Just make sure you wash off all remaining residue with a mild detergent like simple green before you try to repaint or repaper.

I choose a 4" razor knife with a 10" cope with. My technique is to run the blade sideways around the paper and peel it back, this takes a splash greater muscle than the moist approach yet i think of its swifter. in case you pick to apply the water approach; blend warm water and DIF(wall paper glue dissolvent) in a twig bottle and spray on the wall. enable it stand for greater or less 10 minuets then reapply greater of the answer. paintings together as the papers moist and it is going to come off with a putty knife. After the paper is off use heat water and metallic wool and rags to eliminate the the rest glue and chemical compounds from the wall. good success

The surface under the wallpaper can make a big difference. Smoother surfaces will give you less trouble. I tried water, and also the chemicals they have at Home Depot, and none of them worked very well. Try the steam system you can rent from tool rental places.

last i seen this asked, yes i tried and it worked, 50/50 laundry fab softener(liquid)/water in a spayer bottle, moisten throughly, use a puddy knife and "peel" it off.

i use to do it with paint remover, just strike it on and let it sit for a while.
its possible to get it in spraycans.
