Yes they can, but it is mostly a technique to weed out people with fake paperwork. If a person with a fake license from Ohio were asked that question and answered "home to Texas", it would give them away. Its not perfect, but it is a standard law enforcement technique. Most people can not lie convincingly and when pressed try to talk their way out and give them selves away in the process.

Can they? Of course..they're SUPPOSED to. BP agents are taxed with controlling the ingress and egress of people through the border. Your destination, your origination, your purpose for being there, your length of stay, items you are declaring...etc are all things that they should ask you.

I have a strange belief that anyone with a gun can ask me anything so long as they do not shoot or touch me. I have nothing to hide & want to be safe. You know what I mean.

not enough details to that question. a)do you lurk behind convenience stores? b) do you have really dark tints on your truck and or ply wood in your truck bed? c)do you have 100 pre-paid cell phones on the floor boards? d) do you hide behind bushes and wait for the coyote? e) all of the above?
