and he says she is a friend and this women is engaged but her and him had a good past but broke up from some bull **** and she leaves along ways from him what do you think should he continue to talk to her and get mad when you tell him to stop?

No choose really. Let them talk. Just concentrate on your end of the relationship. Keep in mind it is possible to cheat on a person without sleeping with a person; he can cheat on you with his time, mind, and heart. Which you well feel because he isn't giving you as much as you need to feel comfortable in the relationship. So as long as he can do it without degrading the relationship let him, he might be a better guy for it. But if your feeling cheated talk to him about it, let him know. Don't try and stop him that well only hurt the process thou, if it comes down to that your better off leaving.
