Tell her your feelings. Maybe don't come out saying "I like you" straightaway. Try saying "I am worried about you dating that guy. I think he is dangerous (or whatever you think about him)."
See how she reacts to that. If she says "Oh, thank you for caring about me and looking out for me" (something along those lines), then you can say a bit more like, "I've liked you for a really long time. And everyday I adore you more, but I just don't want you to get hurt by this guy."

If you tell her about your not trusting the guy, and let her know how you feel, you might jeopardize your friendship. If the guy hasn't done anything wrong yet, let her be happy with the guy. If he's gonna hurt her, let her get hurt so she can learn from her mistakes. Just be prepared to comfort her if and when that time comes. Then, if she's over that guy, you can make your move... Unfotunately, you're gonna have to sit back and let this girl be with the other guy until she sees the light. Just be her friend right now. She's gonna need someone's shoulder to cry on when this jerk ends up hurting her. You're in a unique position in her life, don't ruin it. Just let her know that you are concerned he may not be right for her and gently clue her in on your feelings.

its great to be friends with her but if shes taken... you cant have her. Untill she breaks up with him... you shouldnt pursue at all this will make you seem desperate and selfish that you only want her for yourself and are not considerate of her needs and wants. Obviously she wants to be with him if she with him.... be patient... be a cool friend the nicer and more respectful you are the more she will notice that.
