You can get a replacement Certificate of Naturalization by submitting Form N-565 to USCIS. Select the link: "Get Proof of My U.S. Citizenship?" and scroll down to page 2.

When I needed a copy of my ex-husband's INS papers all I had to do was call the courthouse where he was sworn into citizenship. They have it registered on the date he was sworn in. All you have to do is get a copy of that page in the record. It isn't hard.

I am in Australia and I guess it would depend on where you are but I would say that you would go to the department of immigration and pay a fee to get a new one. It usually takes about 2 weeks.
