If you want a formal answer, (sexiness) is nothing more than an indicator which signals if you are attracted to a women.
Why do some women project this indicator when they don't even try to project it? Well, have you ever herd women say that confidence is sexy in men? The same is true in women for entirely different reasons.
What is more sexy to men in this day and age, is not sex itself, but the idea of sex. Men have come the realization that there are many great looking, well dressed women out there; they are looking for something different, something more.
That something more is confidence. A realization made by a woman that her body is sexy, that she looks good, that she can win over any man in a room, that she can seduce you in a heartbeat, and tire you dead in the bedroom. She knows that you can't resist her, she knows that it's hard for you to look away, so she doesn't feel the need to use cheap ploys to get your attention; she already has it.
That is what sexy is for a woman. It's no longer oversized sweater puppies, or high-healed straps, or mini skits.. it's confidence in herself.
To most guys, this adds to the idea of how sex would be like with someone so confident, it adds to the thrill of attracting someone so confident as it almost presents a challenge. All these feelings, are feelings of attraction which a man feels. The true beauty is in the lack of effort, not because of a strategic and apparent plot to play hard-to-get, but because of unmistakable confidence in her entire self. Something every man looks for in a woman, that is why they are even more sexy.

Because being your TRUE self is truly more sexy than putting on a act. It's the "not trying" attitude, the confidence when no one's watching attitude. When you try to impress somebody, it can backfire. Just be yourself!!
