when you Say "HOLLA"... DO YOU REALLY MEAN IT to the girl you said it to? If you told your Her Friends to tell her to "holla....!" at you, do you mean it or are you joking around??? AND WHY DONT YOU HOLLA YOUSELF?

He is testing the water. He wants you to show interest in him to help build his own self confidence. This is a sign of someone that is "needy". If you like the guy, go ahead and call him. If your not interested, just ignore him.

Holla is slang for talk to me, contact me.

Example: Yo, tell him I said holla at me when he gets the chance.

It's just slang.
