Yes SOME banks do! I know that TD bank gives you a Visa ATM debit card right on the spot when you open an account!

No, they will not give you a bank card, however they will give you temporary checks, until your bank card arrives in the mail, and your pin number will usually arrive a couple days later for security reasons.

My bank doesn't do anything
on time....I got my card in the
mail, about a week later.

Banks do not have the facilities in each branch to produce encoded credit or debit cards. They are produced centrally and mailed to you.

no they ususally send it to you in the mail and it takes anywhere from 2-3 weeks depending on which bank you use?? they are however really good at sending it quickly!!!

depends what country you are in and it will depend on bank. Some issue one right away. other issue a temporary one and then mail one with you name on it

they mail the card and then you have to take it to an atm to activate it.
