You are right about the ancient Israelites, God was trying to safeguard them from the worship of false gods & idolatry. God created all of us and no one is under the law any more. Israel lost its standing as God's chosen people long ago. God is not partial, so why should we be?
Acts 10:34; "At this Peter opened his mouth and said: “For a certainty I perceive that God is not partial, 35 but in every nation the man that fears him and works righteousness is acceptable to him."

I don't have any bible versus to back it up with me, but people in the tribes of Israel and the other tribes married outside of their tribe all the time. It was about religion, not color. There is nothing wrong with a black man (like my father) to marry a white woman (like my mother).. No offense to your mother, but that is extremely narrominded and prejudice

"Marry only in the Lord" and "Do not become uneavenly yolked with unbelievers" are both scriptures that point out when a believer, or true Christian, marries one who is not a believer, they would encounter hardships and trials that a religiously harmonious couple could avoid. It is about faith, and not color. Your mother has a backwards and semi racist view.

Your mother (no offense) needs to catch up with the times. Most of us are past all that racial nonsense. You could always approach this by telling your mom that her daughter is going to ultimately do whatever she wants. To maintain a good relationship with her, she should just get over her prejudice.

God ordered Israel not to marry outside their race because of the nature of the Israelites: they were too easily swayed by foreigners and their idols. Besides, Moses had a black wife.
