It's not alright, cos 999 is only for emergency. You can be charged/summon for misuse or abuse or both for calling 999 for your type of complaint. Theres a non-emergency number for your nearest police post/station. They are on the small signboards usually by the roadside showing the location of the post/station.
I know...cos my blasted of a neighbour used to do drag/push their furnitures. Called the police, didnt work. Parang and axe solved everything. Been having peace for years now. They still living above.

That is for emergencies only. This situation is not an emergency. Look up your police station's non-emergency number and call it each and every time there is an excess of noise coming from the neighbor. Usually they will come and knock on the neighbor's door and ask them to quiet down. Also, call the landlord or leasing office and tell them of this problem. In many apartment buildings, tenants can be evicted for too many noise complaints. If the noise is due to poor sound insulation between units, and you're hearing a lot of footsteps, etc. the police and landlord will do nothing for you. The police will say that they're not doing anything wrong, and the landlord will say that this is typical of apartment life.

No! 999 is only for emergency or crime in progress. You can lodge a Magistrate complain at Sub court for "noise pollution" regarding your neighbour.
