Why do they do this?

I have a lorikeet that used to constantly want to do the same. I must admit it was my fault because when he was little I used to let him. But then after a few pretty painful unplanned lip piercings, I had to stop him. Basically it just took time, and perseverance, and consistency.

My cockatiel does that whenever I eat. He tries to get crumbs from my lips and he also will jump on my hand to eat off my fork when I am trying to eat. I also think he maybe trying to groom you if your lips are a little dry. I just try to distract him by tapping (he loves that) or by whistling. I will also shake and turn my head to show my disapproval but sometimes he is persistent. They are funny :)

He could be trying to feed you.

Don't let him get in your mouth though. Human saliva is TOXIC to birds.
