The Bible does not specifically say whether or not mentally ill people go to heaven. I believe that anyone who is not able to make a decision for salvation is covered by Christ’s death. This is similar to how it is commonly believed that children are automatically taken to heaven when they die until they reach the point in which they are able to make a decision for or against Christ. David had a child die, and he comforted himself with the thought, “Can I bring him back again? I will go to him, but he will not return to me” (2 Samuel12:23). David knew that he would see his child in heaven one day. From that statement, we can assume that babies and young children were, by God's grace, covered for salvation by Christ’s death.
I would “guess” that mentally retarded people are “covered” by this principle as well. The Word of God does not specifically say this, however. Knowing the love, grace, and mercy of God, this would seem consistent with His character. I would say that any person who is mentally challenged to the extent that he could not believe in Christ for salvation - that person is saved by the grace and mercy of God.

People who are either mentally-challenged/disabled or who live in other countries where they might not have the opportunity to know or hear about the Gospel of Jesus Christ will not be held accountable because as the scriptures say, "for they know not what they do."
But of course, when they enter the spirit world after death, they return in perfect form. The mentally disabled are then able to think, know and understand for themselves the Gospel and can then choose to accept it or not. Same for those who've never heard of Jesus Christ during their earthly life.
Once again, as the scriptures state, the Gospel of Jesus Christ will be taught in the afterlife and if they accept, they then need to be baptized to enter the gates of Heaven. This sacred ordinance must be peformed on Earth, of course, referred to as "baptisms for the dead."
The Church Of Jesus Christ Of Latter-Day Saints is the only Church in the entire world that performs this ordinance. The Apostle Paul spoke to the Corinthians about this ordinance and the Galatians as well when he spoke about geneaology and those individuals and ancestors of theirs who've passed away and were never given the chance to hear the Gospel. Paul poses the question: "shouldn't WE then be baptized for the dead?"

God meets a person where they are at. We are held accoutable according to the amount of revelation given to us--small or great. The average person here on Yahoo! is more accountable because of the opportunity to know and learn the truth. Whether thy seek it out or not will be their own fault or benefit.
My 2 year-old daughter knew more about God than many of my intellectual adult friends. God is not limited by mental capacity. God is usually limited by prideful intellectualism.

I wouldnt call it a pass but if thats what youd like to call it. God knows if they know right from wrong and are able to grasp it. If the person is not able to then he is of a little child and will go to Heaven. Peace out..............

The way one gets to eternal heaven is by thinking of God or his representative (Christ, Mohamed, Prabhupada,etc.) at the time of death. If one doesn't think of the above, then they will come back in one of the 8,400,000 species of life, depending on their consciousness at the time of death.
