The only way to lose weight is by burning more calories than you take in. Eat whole grains, lean proteins, lots of fruits and veggies, and cut back on the saturated fats. (Monounsaturated are ok.) Do a cardio workout AT LEAST 30 minutes every day...but that's just enough to prevent weight gain. To lose they recommend 60 minutes.
To tone up, you need strengh training. Crunches, pushups, lunges, squats, yoga, pilates, maybe a group fitness class.
As far as a tan, the sun or the worse alternative, tanning beds. Your choice there.

Running is the best overall body workout. It trims the waist line, builds the legs, and as long as you are out in the sun, you will get a tan at the same time. If you are unable to run, then walk, build up to a jog, then a run. Run, jog, or walk at least 2 miles three times a week and you will get in shape in no time.
Diet wise, don't do anything drastic, try and cut out all carbonated beverages, and try and stay away from any deep fried foods. Then you should be good.

Walking long distances every day is great for your thighs....
If you want to tan up its best to do it slowly because once you burn you peel and there goes your tan...I personally use fake tan...Its easy quick and you arent damaging your skin from the sun.
But if you must get a natural one wear sunscreen and your swim suit out in the back yard, best to be doing something usefull like gardening that way you get a little exercise in the process!

try looking online for exercises; also try your local library for exercise videos. (hint: look at local thrift stores; they almost always have exercise videos). only way to get a fast tan is go to the tropics or tanning salon. personally, i don't like tanning booths/beds: the uv rays are concentrated and there's the risk of skin cancer (i have two female co-workers recently diagnosed with skin cancer. you don't want it.)
as for increasing your bust, go with a built-in padde bra in your swimsuit, or a swimsuit that you can use enhancements ("cookies") in. some of the new silicone breast enhancers (nu-bra, etc) look pretty realistic under a swimsuit or bra, and they're not all that expensive.

aerobic kickboxing, pilates, or some other cardio-based exercise. it focus on trimming down, etc. i've lost like an inch or two off my waist in two weeks of kickboxing twice a week.
