In the U.S., Chinese would be considered a more specialized language (versus Spanish, for ex.) and I know Spanish tutors' rates vary from $25 on up to $65 p/hour (in the U.S.) If you are in the U.S., it´s not a bad rate at all, as long as the teacher is good and you learn at a reasonably rapid rate.

A japanese friend takes 10 USD for 1 hour of class (japanese, of course), in Mexico. So I think 26 USD for 1 hour of chinese on the USA is not that expensive.

so many chinese people are willing to be your friend for free and teach you online. I am doing it with someone right now. Why not post and ask a native chinese mandarin or cantonese or what ever dialect you are dyeing to learn and ask for help. All you need is a good microphone and fast intertet connection. Good luck.
