take a razor knife and score the paint that is around the window and frame. then take a thin putty knife and work it between the sash to loosen the window and break the paint seal.

Outward seems that they would be easier than a dbl hung. You prob have old casments.. At any rate a thin puddy knife will do the trick.... if it is alot of paint take a utility knife and cut the seam where jamb meets window.... When you have it partially open slowly push it and use the thin puddy knife to separate the paint from the window
Sometime a heat gun can help too...depending on the job.

use some paint remover - work into seam area using a spatchler

it,s a long shot.........but try using a hair dryer to heat the paint.............it sometime,s work,s.......not often.....but sometime,s!
