You'd have to turn it in and submit a new application. No one looks good in their passport photo. The lady at the post office took mine twice. In the first one I looked like a stoned criminal. The second one, well, the only thing you could say is that it wasn't as bad as the first.
The late, great Erma Bombeck wrote a book called "When you look like your passport photo, it's time to go home." I think when you look like your passport photo, it's time to go on vacation.

You probably would have to pay to resubmit it, but I really wouldn't bother doing it, every ones passport looks terrible. It's not like it's a wedding photo, they're not supposed to look grand.
