yes, this is a asian character.
It is used in both chinese and japanese.
but there is a stroke missing in your picture...
so I assume you want to know the kanji 頑
depending on the conjugation with other kanji, asian characters mean different things...
This one usually means stubborn or insensate

it can mean something else if this kanji conjugates with other kanji

If it's supposed to be a Chinese character, it isn't written properly. Hard to tell.
