William Howard Taft and John F. Kennedy are buried at Arlington. Ignore the guy that said Hoover, he is buried in Iowa.

President William Howard Taft was the first president to be buried in Arlington. He was buried there at the request of his family, in 1930; Although he never served in the military, he was qualified , as both a former Secretary of War and President (hence, Commander-in-Chief).
The second was John F. Kennedy, in 1963, as both a Navy veteran as well as Commander-In-.Chief.

It was also in Martha Washington's (George's wife) family. Martha and Robert were related.
