President William Howard Taft was the first president to be buried in Arlington. He was buried there at the request of his family, in 1930; Although he never served in the military, he was qualified , as both a former Secretary of War and President (hence, Commander-in-Chief).
The second was John F. Kennedy, in 1963, as both a Navy veteran as well as Commander-In-.Chief.

It was also in Martha Washington's (George's wife) family. Martha and Robert were related.
