Yes.

There are Ham radios that cover both UHF and VHF, for instance the Yaesu FT-8100R is a 2M and 70CM true dual band. It can recieve on both bands at the same time. There are many others too. These are NOT type accepted to use on commercial or marine frequencies.

As for commercial radios, there are some that allow you to use a single head and 2 radios. I seem to remember Kenwood making a dual band a few years ago, but I can't recall the model.
