If it's a car accident, the car insurance covers anything related to it medically.
If you fall ill and are hospitalized, the social workers at the hospital can help you get emergency Medicaid. You need to ask for the help - they don't volunteer it.
If you work, look into the Healthy New York - it's the same insurance as you would buy privately, but NYS subsidizes some of the cost, so it's cheaper than buying it yourself. They have strict income guidelines though.

He may very well still qualify for health insurance; HOWEVER, no health insurance (including Medicaid) will go into effect retroactively.
You asked if he can still get coverage and that's not really the question in this case. Even if he DOES get coverage, he's still going to owe for those bills.

Honey, that's like going to the racetrack, and asking if you can place the bet after the race is run.
Every insurance, INCLUDING Medicaid, must be in place BEFORE the accident or illness, in order for there to be coverage.
