+ the best way for a person to keep his word is not to give it "

Means that there are no garantees. Someone can give you their word (or promise) to do something but things can happen and they may not be able to fulfill that promise so it is better not to promise at all.

+ some one think because they have a power, they have wisdom

Means that just because someone has authority (example: a president perhaps... not singling ours out or anything... :-) does not make them wise

+ bad is never good intill worse happens

This means that sometimes when you think the worst has happened something else will happen to make it not seem so bad. Example: if someone were to get really sick they would think it would be pretty miserable but then find out that illness turns into something more serious like being terminally ill instead of being just sick then sick wouldn't have been so bad.

The first one is a play on words saying that if you can't keep a promise don't make one.

the second one is just what it says, people think that if they can control something, they are the best suited to do so and that they know more than they do.

the last one is saying it can always get worse and that good and bad are relative, for example if you think it's bad that you got a B on a test, you'd think that B was good if you suddenly found out that the teacher made an error and you actually got an F.

If you don't give your word, you don't have to worry about keeping it.
Some confuse having authority with being wise/having judgement.
When something really bad comes along, you think that what was merely bad was pretty good.
