Most embassies do not provide sanctuary; there are no living quarters in embassies and the staff can't be responsible for the health and safety of civilians, especially if they are citizens of the host country. They will, however, assist a person to contact a local office of UNHCR, which is the international body for refugees and asylum seekers:

In some arab countries, women are second class citizens and do not have rights even close to what a westerner would recognize. Specifically, she may not be able to leave the country without parental or spousal consent.
Email me with specifics - are you married, which country are you a citizen off, do you have a passport, are you promised in marriage to someone, are you accused of a crime, which country do you live in, which embassy were you thinking of?

This has happened in the past more than once. A woman was running to escape being circumcised (yes, women can be cut to remove the pleasure of sex). This was considered barbaric by the country she ran to and was given asylum.
Most if not all western countries will and should grant asylum to any one who is in danger of being mutilated or who does not wish to become a piece of furniture.
She just needs to do her homework, know the embassy and the political beliefs of the country she is running to. Above all, she should speak to no one, keep her plans to herself. The more that are aware of her moves, the more danger she places herself in.
If you or a friend is planning such a move, please be careful and confide in no one. You are placing at least one person in danger, maybe an entire family.
