yes i would plug it back in because there is no reason for him to unplug it. Tell him if he/she unplugs it again you are gonna get pissed and you will touch anything of his you want. He cant say for you not to touch his things and then go and unplug your tv!

Are you saying that you guys had illegal cable, and he unplugged it? If so, then as much as you want that free cable, he's entitled to do what's legal and actually morally right. And in that case, you'd better leave it, because he could always report you for stealing cable, and that can cost you a lot of money.
If it's free cable and he just randomly unplugged it for no reason, then of course, it's your room too, and your TV, so plug it back in. You should also ask him why he unplugged it and explain that you want to keep it plugged in, even if he doesn't. If he's not interested in the TV, he doesn't have to watch. If you've been arguing about noise or peace interference stemming from the TV, you'll have to work that out, but his unplugging it isn't going to work any more than his putting your TV in the closet. It's just silly.
I see your added details now, and understand better. At the supermarket, they sell a little plastci doohickey that you can screw on to the cable outlet or cable that will divide it into two cable outlets, so you can both run the cable to your TV. You'll probably have to buy an additional length of cable. If the cable (the actual wire now) in your room was provided free of charge, explain to your roommate that since he's using the free one, he should split the cost of the one you have to buy now that he's commandeered the one you were supposed to share. If he has a problem with that, or if the whole situation is too big a problem for you, take it up with your resident advosor or dorm supervisor. Just be aware that the person in charge (not always mature decisionmakers themselves, since it's commonly just an older student) may favor your roommate. If that turns out to be the case, go above them and complain about the favoritism. When I was put with a terrible roommate who brought different men home every night (all night. . . noisily), I complained, but since she was friends with our RA, I got booted to a closet-sized single while she kept our large double room all to herself (and her male companions). I was thankful just to get away from her, but I should have made a case about how unfair that placement was.

Dorm rooms come with a cable outlet and a length of cable which can be split so that two tv's can work off the cable, etc. Buy your own cable and splitter and hook them up. Next year, get a new roommate. Agree up front on everything, from personal possessions to food, rental payments on the microfridge, everything. Then keep your part of the bargain. Hopefully they will to. If not, contact your RA for advice and arbitration to get this settled. This is petty stuff and it gets in the way of why you are at school.

Does the school provide the cable?
Do you and your room mate have your own televisions?
Did you ask why yours was unplugged?
Have you been having problems with your room mate?
My guess is there are bigger issues here and after you plug your cable in, you should have a conversation with your roomie. You're only halfway through the semester the second half will go a lot easier if you clear the air.

Most of the roommates share responsibilities and tasks. Also rights and freedom should be implemented equal to be fair. Now if the issue is the cable connection and he unplugged it without your knowledge, i guess he has reason why he unplugged it. Why don't you ask him why he did it or or make notes if you are ashame to ask him. But you also have the right to plug it back not unless he is only shouldering for house expenses you must obey him,

If you are sharing the cost of cable, then plug it back in. Is it in your name or your roommates? If it is in your name and you are not allowed to use it, have it cut off. If it is in his name, don't pay for your share if you are not allowed to use it.

Well if you like to fight than talk to him about after he sees that you have already plugged it in. Than again you could just let it be and well you see that he is in a good mood than you can talk to him about it. All I want to say about you roommate is that they're a baby.

If you are in the same room, I'd plug it back in and ask him about it.
If you have separate rooms, I would NOT go in his room, but speak to him or ask the person in charge of the dorm about it.
