Yes. I know in my religion we believe that those who are mentally impaired are being spared from what they could have really done had they been of normal capacity. And if someone who is mentally impaired does commit a sin and does not understand that he/she is doing that then yes they are free of it. However, just because someone is mentally impaired doesn't mean they know nothing. It's all based upon intention after all.

First of all,calling developmentally disabled people "retarded" is considered offensive.(just thought Id let ya know) In order to enter into the kingdom of heaven we must all become like little children; D.D. people, never left this status; so they are guarenteed heaven. God weighs the heart.

Yes that person would go to heaven, you have to know the difference between good and evil, right and wrong to be held accountable.

yes that is exactly what I believe. How can that person be held accountable for their actions if they are unable to determine right from wrong?

If they did know better yes they would go to hell but if they really didn't know better than no they would not. God knows if they knew (redundant I know)
