I am assuming that you ment don't.
The answer is that there has not been a push to educate people on the benefits of doing so. The fact of the matter is that with out the education of the masses recycling will not take hold in the way that it should.

As mentioned by the first answerer, I assume you mean "don't". Other than strict enforcement or obvious need, people don't have the propensity to recycle. Another nagging problem of recycle is that it's hard to justify just for the sake of recycling if it is not financially attractive. For example, aluminum can recycle works fine - as long as the price of cans is attractive. Recycling of paper seems great, but it has only left to warehouses full of paper.
