It means literally "to make fall another head". Figuratively, it means "having another head gone (because of something that happened)", close to the English idiom "heads will roll". A reference to the guillotine.
So for example if the employee of a mayor was involved in bribery and was convicted, and the the mayor was also found to be guilty and kicked out of office, the mayor would be "la nouvelle tete"
