Take him to the vet. He may be sick. If he's not, then you need to get him neutered ASAP. This may help with the noise and the spraying.
However, be aware that some cats just make more noise than others. I had a male cat who meowed at EVERYTHING, even dust. Cats meow.

have the cat neutered or spayed and clean all the places he has urinated when he comes home, hopefully all the smell will be gone and he won't do it again. check out this website anti-icky-poo.net. I bought this product after my cat urinated in my closet floor and it smelled awful, I cleaned up the urine and sprayed this lightly on the place and it removed the odor instantly. AMAZING Stuff

I agree that either your kitty needs to be fixed or he's got a urinary tract infection of some sort. The odds that it's an infection go up if there is blood in the urine.
In any case, take your kitty to the vet. And be prepared to train him back to his box afterwards.

yes - get him neutered ... i have a male cat and was just overwhelmed by the crazy noises at night and the fact that i felt like i needed to change my clothes everytime i picked him up. that all changed.
some people may consider it cruel but it is a very gentle procedure and he won't feel anything. trust me, things will be quieter around the house and you'll spend less money on air fresheners!

Take him to a vet. Most cats that spray are also not neutered. Please get him fixed if he isn't already. He will actually mellow out and be more friendly.
The urinary tract suggestions are also very valid. Please seek out a vet.

Please take him to the vet right away. He may be crying and spraying because he has a urinary tract infection or blockage. Urinary problems are extremely painful and may make him deathly ill if they aren't treated - please take him to the vet ASAP.
