If she won't latch the velcro, try doing triple knots on laced sneakers/shoes. This always works, and you will not have to spend $$$ on character lace holders.
You may also want to look into the new slip on sneakers. Many of my students have them.

Well uy some cool character tennis shoes, go to the store or online. Find the things that you clip on the laces so that she can't untie them. The characters will help her get out of the habit. Then work from there.

Get her some sandles with the buckles not the velcro. Get rid of the ones with the velcro or put them away for a while.
This might make her mad but it worked on me when my mom did it to me: say you will get rid of all her shoes that have velcro and get her another kind that aren't as comfortable.
Or do her shoes fit her right. they may be getting too small.

You are the parent, you are in charge.. tell her this is the way it is.. if she wants to play, explain she needs shoes on to do it etc.. I have 18 4-6 yr olds in my class.. if their shoes arent velcroed, tied etc.. they arent allowed to play. Its a safety issue. You have to take charge. They also have shoes now with no laces/velcroe... they just slip on and are sneakerlike.. a lot of my kids have those...

tell her a story like a monster eats kids who dont latch them.
or maybe buy her slip ons and just make up a story she might believe.
