When a female is in heat, she will give off a scent that attracts male cats. She will also "present" to them. (She shows her wares to male cats.)
From there, it's just like any other mammal.

I am guessing you are not talking about the act as I was about to say something very sarcastic and thought better of it. When a female is in heat she gives off pheromones that attract males. When she has mated or gone through the cycle without mating she stops giving off pheromones.
