I suspect it may be increasing, but only slightly. However elements of Taoism is creeping into a lot of other areas and religions.
With restrictions in China on religion and that most Taoist get measures as "general chinese religions" it's really hard to measure, but an estimated 2.3 million people are Taoists with 25,000 of those being in America.

Well, I'm increasing. It's called 'middle age spread'.
But seriously, I'm not sure. There are several people here who give answers that suggest an understanding of Tao. But then I think there's a bit of an overlap with Zen, so it could be that instead.
I think many people have adopted an 'eclectic' approach to beliefs, picking bits from here and there. And undoubtedly Taoism has an appeal.
But if you mean actual Taoists, as in what is practised in the East, I don't think there's so much of that. Not as much as Zen. It's mostly the 'flavour' of Tao people in the West like and it's likely that which is on the increase.

It's definitly increasing in the Western world as Eastern philosophy becomes more popular.
