The best paints to use for marbleizing are the oil-based model-paints you can get at craft stores (Testers paints), they are very thin and will float nicely in water. Just fill an old 9x13 pan with 1-2 inches of water, drip a couple of drops of paint into the water and swirl a little with a plastic fork. Then you can gently lay a sheet of paper on the surface of the water and then lift it off by a corner. You should be able to make 2-3 sheets of paper this way before adding more paint.

Unfortunately, you can't get oil and water to mix. But I am going to assume you are wanting a swirl painting.
To do this you will need some very light oil (like baby oil), oil paints and a tub of water.
Take the baby oil and mix a very small amount of oil paint into it, this will mix and form a runny liquid. Then slowly pour this liquid onto the surface of the water. Add different colour as required and swirl slowly with a small tooth-pick.
Place your paper gently on the surface to lift the paint from the water surface and leave to dry.

Mix oil paints with white spirit to watery consistency and float the colours on a tray of water. Lay good quality cartridge paper on top, lift off carefully and lay out to dry: that is how you make marbled effect.

There is a type of oil paint that mixes with water, but generally oil paints don't mix with water, which is why we use solvents like turpentine with them. Not good around kids though ...

if you live in uk then go to hobbycraft, elc or even focus or homebase. if not then check on ebay. or make your own with 4 parts poster paint(or food couloring)and mix well with one half_part cooking oil. my kids love painting and i have tried loads of ideas and the last few have worked out the cheapest!
