Dogs don't know what the command 'no' means unless they are shown therefore unless you say no and pull him off, he won't realize what he is supposed to do when you say no. There are many ways to get him to stop this. You could ask any visitors to turn away from your dog (taking their attention away from him) when he jumps on them. This can be a pain for visitors though. If you have the time, you can do this with a family member. Have them enter the house and every time your dog jumps on them, they quickly remove themself from your house. Then go back inside. They only stay when your dog does not jump. This person will have to make sure to greet your dachshund at his level. (Give them a cookie so when they enter, they bend down to his level and before he jumps they give him a cookie.) What I did with my dog, is when the door bell rings, I send him where I want him to wait until the person has entered (because he likes to run outside) then have them greet him while he is sitting. Both sending a dog and telling them to stay/wait are other commands that you would have to teach your dog. My dog also has a release word for when I tell him it is ok to greet the person at the door. You may also want to try to teach your dog that when a person approaches him, he shouldn't jump. You can do this the same way as when someone entered your home. The person only pets your dog if your dog is sitting nicely and not jumping. Any sign of your dog jumping on them and they back away until your dog is again in a sit. Training takes time and patience, but the end result is always worth it! Good luck!

First question: Is he fixed? many small dogs use human legs as a means to 'hump'. If he is...then read on...
Its not about only telling him "no" in a stern voice, you also need to show your domenence over him. In reality show him who is the boss. When he does this, before you tell him "no" take him by the collar, and pull him gently into a sitting position, making sure he is looking at you, then tell him NO. And let it be. If he trys again to jump, ask the people who just came in to walk away simply and go to a room away from the dog. Again take him gently by the collar and put him in a sitting position and tell him "no" again. Tho this time, hold him there for a secpnd longer than you did last time. Holding him down with his collar. (No need for brutal force) just enough so he understands you are in charge. Walk away. Lesson learned for the day. This will take a few trys/times, he wont understand why the tables have turned so suddenly.
Remember dogs (no matter how small) are pack animals. If they think they are the leader's they will lead... He sees you greeting the people who walk in, and in his mind he is doing the same thing, he just does it from a smaller point of view.
In his mind he isnt doing anything wrong! this will take patience and lots of calmness... Dont loose your temper...

You may need to begin correcting him before you open the door. Allowing him to become excited or jumpy when somebody knocks on the door or rings the doorbell may be the start of the jumping behavior.
You might try keeping a short leash somewhere nearby your door or where your guests enter. When somebody arrives, clip the leash on your dog quickly, and ask him to heel by keeping the leash fairly taut by your side. Whenever he begins to get excited, give him a quick correction with the leash to make him sit, and ask your guests not to acknowledge your dog while you are trying to teach him this important lesson.
Eventually, you will be able to work without the leash, and ask him to lie down and stay before opening the door. Have a friend practice with you by knocking every few minutes and coming in and out, so that your dog gets the hang of what you are asking him to do.
If you are consistent, your dog should pick it up in no time. Good luck! :-)

I dont think there is much you can do except teaching him that it is wrong, and then giving him a toy or something to keep him occupied...
