CCM would be my first choice. If the professors are too expensive, see if any of the students can give lessons.

Most good voice coaches are going to be expensive- if they arent at least somewhat expensive, then they probably arent that good. Have you thought about maybe trying to actually enter the CCM as a student? If you do that, you'll be able to sing to your hearts content. And you can fund the lessons with student loan money if you need it. Plus, you'll end up with a degree- with the degree, even if you dont get discovered and make it big, you might have some other options available to you that were not previously.

Private voice lessons will cost you at least $30 per hour. A voice professor I had a year or two ago charges $55 per hour. If you want to see about a less expensive alternative, see if there are vocal performance students (undergraduate and graduate) who are accepting students. Performance majors have to take pedagogy courses, so they are trained to give lessons on their instrument. They usually charge a fraction of the cost of instructors who are out of school.

If you decide to go to CCM, one of my first voice instructors is a professor there - Barbara Paver. She is an excellent instructor with a good teaching style. Good luck!
