I'll be traveling from the US to Israel. Do travelers cheques or ATMs give better rates on shekels (no need to consider other fees- I know those calculations)?

The difference of the rate between TCs and changing cash is so little that there is no reason to worry about it. At least not for a tourist. Why to get TCs in the US when you can get cash out out of the ATM mashines? You know the fees like you said. So do the math. How much does the TCs cost you? How much does your bank charge you for taking cash?
Sorry for not not kowing the bank charges in Israel. But I am quiet sure it varies from bank to bank.

It is always cheaper to buy foreign currency at the destinaton than back home.

The best rate is from the CHANGE stores all over Israel. They give a better rate than the bank for your USD.
Both traveler's checks and ATM's, you have to pay an exchange rate to the banks.
