I have noticed that in written persian, that one lot of persian is written in a different way to another lot of written persian (as you can see from these 2 pictures). Can somebody explain why and what is the differences between these types of writing, and has anybody got any advice to teach me how to read and write the type of persian writing that is on the 2nd website. Thank you very much.

one tough question that requires a lot of explanation!
but i'll do my best. hope it works.

the two writing as you say are persian (or farsi as some refer to it). the first picture shows a formal type of persian writing. it's been taken from the cover of a book from the United Nations University (i think). but the second one (which in fact the cover of a bible in persian) is another type of writing called Nasta'liq. it's the persian (and arabic) calligraphy. there are many different types of writings of this kind, we have Solth, Shekaste-Nasta'liq, Sahih, and a few more which i don't recall!

as to a device that can teach you, i dont know if there is any. i think there are some educational cds, but they are only here in iran. wouldnt think you can get them anywhere else!
