Are 2 tablespoons of ice cream one ounce, or 1/4 cup?

I asked a similar question earlier but, should I consider 1/4 cup an ounce of ice cream or 2 tablespoons and ounce?

1 cup = 8 oz. 16 Tbs = 1 cup. so, 2 Tbs = 1 oz.

16 tablespoons in a cup (8 oz) so 4 tablespoons is a 1/4 cup (2 oz).

2 tablespoons is 1 oz.
