Generators of electricity also use water, often the same water that is restricted.

Most electric generators do not use water, or very little water.

And even those steam generators which do use water recycle all or almost all of it. So, the generation of electricity is using a miniscule amount of water. And the value of the electricity is worth much more than the small amount (if any) of water used.

The idea does have merit but the public wouldn't stand for it.
