thats just how your body works... maybe you work out your lower body more.

I gain weight and inches on my upper body and I'm loosing inches on my lower body. Weather you realize it or not, you do exercise the top of your body a lot too. I especially do, because I have to be able to depend on the top of my body to support all of me if it becomes necessary.
