Do I have to send my W-2 form with my W-7 to apply for a ITIN #? And why can you not file for your ITIN before filing taxes?

The ITIN is issued for federal tax purposes only. It does not entitle you to Social Security benefits, and does not make you eligible for the earned income credit. The ITIN creates no inference concerning your immigration status or your right to work in the United States.

You must file Form W-7 (PDF) , Application for Individual Taxpayer Identification Number, to apply for an ITIN, and show that you have a federal tax purpose for seeking the ITIN. In most cases, this will require attaching a federal tax return to the most current revision of the Form W–7 available. Along with the completed Form W-7, you will submit identity documents, and either a federal tax return, or other documentation to show the federal tax purpose for which you need the ITIN.

Your application must include all of the following.
1. Your completed Form W-7.
a. National identification card (must show photo, name, current
address, date of birth, and expiration date).
You can submit copies of original documents if the copies are:
c Certified by the issuing agency or official custodian of the original
record, or
3. The original documents, or certified or notarized copies of
documents, that substantiate the information provided on the Form
W-7. The supporting documentation must be consistent with the
applicant’s information provided on Form W-7. For example, the
name, date of birth, and country(ies) of citizenship must be the same
as on Form W-7, lines 1a, 4, and 6a.
b. U.S. driver’s license.
j. U.S. Citizenship and Immigration Services (USCIS) photo
identification.
k. Medical records.*
g. U.S. military identification card.
l. School records.*

You CAN file for your ITIN before you file your tax return. It's just much easier to attach the W-7 to your return and do it all at once. Send the whole package to the Austin, TX service center.

No you do not have to submit your W2 with your W7. However, the IRS wants you to submit your tax return with your W7 and, of course, you must submit your W2 with your tax return. There is a special address to submit returns with a W7. It's on the instructions for the W7. I don't know why you can't file for your ITIN before you file taxes. The IRS doesn't explain why they want it done that way, but they do want it done that way. Hope that helps and best of luck to you!

in many cases the IRS tells you to get your W-2 out of your organization. The IRS are not getting copies of your W-2. The W-2 is outlined out via your organization and you rfile the guidance on your W-2 via submitting your tax place of work work.
