The skin can get dry, but don't put lotions or moisturizers on it.

The dry skin could be a sign of over cleaning, so if you're cleaning it 2+ times a day, cut down to one. Also, you can use vitamin E capsules and break them open to dab a VERY tiny amount of the oil on the area, wiping away excess.

All in all, be patient, the dryness will go away.

Don't put vitamin E on an open wound. It's for healed skin only. Neosporin is also bad, not intended for use on puncture wounds.

What type of aftercare are you using? I'll go through some possibilites:

Soap - soap is too harsh for a healing piercing, even mild ones. Stop using soap immediately, it's not neccisary and can be very drying to piercings

Alcohol, peroxide, bactine, etc - Do not use these products on piercings, they are not appropriate for the type of wound, alcohol and peroxide are not appropriate for any kind of wound and will dry it out.

Sea salt soaks - You may be doing too many, 2-3 are recomended, but you may need to do less if it's drying out your skin.
You may be making your mixture too strong. 1/8tsp sea salt to 8oz warm water will do the trick. Any stronger and you can dry out the piercing
Make sure you rinse after the sea salt soak, to remove any residue. Just pour/soak with a bit of warm water for a few seconds afterwards.

Just remember - no lotions, creams or oils. It will only irritate the piercings and make the situation worse. A little dryness is normal during the healing process, but shouldn't cause discomfort

No neosporin, lotions, or oils. Bring the cleaning down to once a day and don't play with it. If you're tonguing it all day, the saliva will actually end up drying it out even more. It took mine forever to heal because I always played with them. :)
