http://www.cookadvice.com/conversion/ Here's a conversion table for you.
Since different substances weigh different amounts, a conversion table with known weights (or weighing it out yourself) is the only way you can convert cups to dry ounces. I mean, 1 cup Grated Cheese weighs a heck of a lot more than 1 cup Flour. It's a volume to weight conversion.
1c flour = 125 grams = 4.64 dry ounces
1c Grated Cheese = 218g = 7.79 dry ounces
The only version of ounces that is standard to cups is fluid ounces. You can still have fluid ounces of flour and convert it to cups. It's a volume to volume conversion.
1c flour = 8 fl oz.
1c Grated Cheese = 8 fl oz.
Edit: Unfortunately, it seems that most of the other answerers don't know the difference between fluid ounces and dry ounces. Don't they read the other answers before they look dumb and give a wrong one???

Exactly 8 ounces if measuring liquid, sugar, flour or brown sugar. Other wise half a pound. 2 times 8 is 16, so a pound is 16 ounces, a cup is 8 and 2 cups are 16. Let me know, if I can help you with anything else.

As far as fluids, there are 8oz in one cup, such as milk. Concerning flour, or sugar, most recipes do not call for ounces of flour or ounces of sugar; but spoon (teaspoon or tablespoon) and cup measurements (1/8, 1/4, 1/2, 3/4, 1 etc.)

It depends on what it is. Rice would be heavier than powdered sugar for example. There are 16 ounces in a pound. If that helps.
