being a Federal inmate has nothing to do with parole eligibility. Every inmate is potentially eligible for that.

It all depends on what he did and the terms of his incarceration. If he was sentenced to life without parole then the answer would be no. You need to look in to the charges and the sentencing hearing to figure that one out. And just because he may be eligible for parole there is no guarantee that he will get it.

Not hardly, Unlike the States when you get charged under a Federal Statute what you get sentenced for is what you have
to do, though a prisoner does have the right to appeal
