As mentioned above, panting can be a sign of being overheated or nervous/excited.
It can also be an early sign of heart problems, and maybe other things that I'm not aware of.
If you are concerned, it never hurts to visit a good vet in your area.

I have a dog who does that.. he does it when he is nervous about something... like the other dog in the room has a treat and he doesn't or he wants me to leave... where ever we are...

I have also had a dog that would do that when he was experiencing a allergic reaction and his feet were bothering him.

Dogs pant to release heat away from their bodies. Dogs do not sweat or perspire. Panting as how their perspire. Panting is very normal.
