Pure coconut oil will probably help! It has compounds in it that are very good for the skin. It also contains no additives so you don't have to worry about reactions (unless you are allergic to coconut of course). It absorbs well and smells yummy too.

Make sure you get the virgin cold-pressed kind, because the processed ones will not contain the good compounds. You can find it at a health food store.

A lot of people will tell you cocoa butter or lotion high in vitamin E, but there is no evidence that these work. You can excercise to tighten the skin in the area. Other than that, there isn't anything you can do other than surgery.
