Why not is that not being used as a Hotel?

This is actually a common practice in low income housing. Its done to prevent several persons who are receiving benefits from claiming the same residence and pocketing the difference. By charging per head you can place a limit on the number of income earning adults in a residence.....or to make sure everyone is utilizing their benefits/aid for its intended purpose.

She should not charge by the number of people(heads)
It should be monthy family wise.
Hotel charges every day.
