You would probably better off reskimming the walls with joint compound. Sanding textured walls creates dust that can cover everything. It gets in furniture and window coverings and is hard to get out.

Rough paint job? Don't understand that, but anyway, at the paint store you'll find sanding pads that fit onto poles. They are used with dry walling. That will speed the job along. Time? Depends on how much you have to remove. If the surface is really uneven, you may have to go back with a skim coat to smooth things along. Four people helping is great! Remember dust masks, there's going to be sand and paint flying everywhere. Then you'll need to clean well before painting....you don't want all that dust in your paint.

The first thing to do is to do a quick sand over all the walls and then apply a skim-coat of jount coumpound, after it dries, do a light sanding with 120 grit paper untill the walls become smooth.....

Many walls have a texture applied to them. If you sand this off it may make it look funny. I think this is to cover up imperfections that would easily show up in a completely smooth wall.

Make sure it is not lead based paint. You may need to wear respirators (not just paper masks) anyway.

is it painted over paper? Sanded paper? Try to scrape a piece off and bring it to the paint store. Somewhere you won't see it.
